Some explanation of the action taken had

better be placed on record. As statea in my

Minute of the 27th May, I understood from Mr.

Gwatkin of the Foreign Office that they were

consulting us before telegraphing to Sir Miles

Lampson in reply to his telegrams in No. 38.

This was however a misunderstanding as Ir. Gwatkin

after consulting Mr. Ellis'on the point affecting

us, that is, Hong Kong Universities allocation, -

sent off the telegram contained in No. 41. No. 41

was received and we saw what had happened and

that Sir M. Lampson was acting on the assumption that

Hong Kong's proposals would not be accepted, it was

thought that some explanation to Hong Kong was

desirable. It was felt here that it was quite

impossible to accept the proposal to defer the

decision on the general policy and the F. 0. simply

laughed at the idea. N. 42 was therefore sent

to explain the position to Sir C. Clementi.

The two new telegrams are being circulated

Sparaphrased as if any action is to be taken on

them to meet Hong Kong's wishes, it must be done

immediately
